ASSISTANT REGISTRAR –Recruitment, Admissions and Registration

 

GENERAL

 

1.    The University of the West Indies, Open Campus serves the following English-speaking Caribbean countries:

2.    The University began teaching in 1948 at Mona in Jamaica as a University College affiliated with the University of London, and became independent in 1962.  The University is now a dual mode institution offering teaching by distance education as well as face-to-face teaching.  The University has campuses at Mona in Jamaica, St Augustine in Trinidad and Cave Hill in Barbados, and University Centres in the above countries.  The UWI on-campus student population is currently over 40,000 full-time equivalent students.

 

THE OPEN CAMPUS

 

3.    The UWI is now a dual mode institution, providing face-to-face instruction as well as programmes by Distance Learning. Members of the academic staff may be called upon to deliver teaching by either mode and to assist in the preparation of the course material for the Distance Education mode.

 

4.    In a major initiative to grow our student population and service the widely dispersed needs of country partners, the University has launched the Open Campus, an entity that is built on our success in distance education and continuing studies throughout the Caribbean.  The current population of our distance students and continuing education students is over 20,000 today and it is hoped to grow to over 40,000 Open Campus students by 2012. Open Campus currently employs a wide variety of distance delivery methods and has 52 education centres in 16 different English speaking countries and a staff of almost 400 professionals to support our growing student population.

 

5.    The UWI Open Campus works with faculty on the three other campuses, as well as with other tertiary institutions and development agencies throughout the Caribbean to design, develop and deliver quality programmes by distance to meet the learning needs of the people of the Caribbean.

 

6.    The Assistant Registrar – Recruitment, Admissions and Registration reports directly to the Campus Registrar whose office is located at the Cave Hill campus in Barbados. Other Open Campus faculty and staff are also located on the Mona campus in Jamaica and St Augustine in Trinidad. Open Campus sites in all countries contributing to the University are managed by Heads of Centres or Site Coordinators in collaborating institutions.

 

7.    Reporting to the Assistant Registrar are a secretary who will provide general office management assistance, two Administrative Assistants, one of whom will assist with marketing and recruitment, as well as prior learning assessment administration. The other will provide assistance with the admissions and registration functions. The Unit’s staff complement is eight, and includes four Clerical Assistants.

 

Principal Duties

 

The principal duties of the Assistant Registrar – Recruitment, Admissions and Registration are to:

 

8.    develop and implement appropriate strategies for the marketing of the Campus’ programmes and courses, in consultation with the University’s and the Campus’ Marketing & Communications Office;

 

9.    arrange and coordinate visits to High Schools and Colleges regionally, collaborating with other UWI stakeholders as required;

 

10.  prepare and deliver presentations to Schools, Colleges and other potential student recruits on the Campus’ programmes and courses with a view to encouraging them to enrol with the Open Campus;

 

11.  ensure the timely preparation and implementation of the advertisements of programmes and courses offered by the Open Campus;

 

12.  liaise with internal and external stakeholders regarding data requirements and develop and maintain recruitment and admissions databases;

 

13.  develop and maintain systems and procedures for the processing and verification of student applications;

 

14.  develop and maintain systems and procedures for the processing and storing of registration data;

 

15.  establish and maintain appropriate communications with Faculties at the other campuses and with the academic staff of the Open campus so that accurate and up-to-date information may be transmitted to potential and registered students;

 

16.  monitor and ensure that information provided, particularly responses to enquiries from applicants and students, is both timely and accurate;

 

17.  ensure that appropriate procedures are in place to administer students’ requests for leave of absence from a course of study, applications for exemptions and credits, transfer of course marks from one semester to another, and other matters related to the students’ academic  progress;

 

18.  prepare reports as required by the Academic Board or by Senior Management on all aspects of the operations and outcomes related to the recruitment, admission and registration of students;                                                                                                                                                                                                                                                                

 

19.  undertake other reasonable and relevant functions that may be assigned from time to time       

     by the Registrar.

 

WORK LOCATION

 

20.  The Assistant Registrar - Recruitment, Admissions and  Registration will be required to travel throughout the Caribbean in fulfilling his/her obligations to facilitate the attainment of the University’s goal to attract and retain the region’s best students, and  therefore can live and work from any location within the Caribbean that has a reliable Internet connection, telecommunications service and airport hub. 

 

 

TENURE

 

21.  Appointment will be for three years in the first instance.

 

KNOWLEDGE, SKILLS AND EXPERIENCE NEEDED

 

22.  The successful applicant should have:

    • strong interpersonal skills
    • effective communications skills
    • competence in designing training needs analysis and implementing training programmes
    • competence in the use of Microsoft office and a variety of management information systems;  familiarity with the PeopleSoft HRMIS would be an asset
    • experience in working within a changing technical environment
    • experience in working in a distributed environment.
