  1. The University began teaching in 1948 at Mona in Jamaica as a University College affiliated with the University of London, and became independent in 1962.  The University is now a dual mode institution offering teaching by distance education as well as face-to-face teaching.  The University has campuses at Mona in Jamaica, St Augustine in Trinidad and Cave Hill in Barbados, and University Centres in the above countries.  The UWI on campus student population is currently over 30,000 full-time equivalent students.

 

THE OPEN CAMPUS

  1. In a major initiative to grow our student population and service the widely dispersed needs of country partners, the University has launched the Open Campus, an entity that is built on our success in distance education and continuing studies throughout the Caribbean.  The current population of our distance students and continuing education students is over 20,000 today and it is hoped to grow to over 40,000 Open Campus students by 2012. Open Campus currently employs a wide variety of distance delivery methods and has 52 education centres in 16 different English speaking countries and a staff of almost 400 professionals to support our growing student population.

  2. The UWI Open Campus works with faculty on the three campuses, as well as with other tertiary institutions and development agencies throughout the Caribbean to design, develop and deliver quality programmes by distance to meet the learning needs of the people of the Caribbean.

  3. The H R Manager reports directly to the Director Finance and Administration whose office is located at the Cave Hill campus in Barbados. Other Open Campus faculty and staff are also located on the Mona campus in Jamaica and St Augustine in Trinidad. Open Campus sites in all countries contributing to the University are managed by Heads of  Centres or Site Coordinators in collaborating institutions.

  4. Reporting to the H R Manager are an H R Officer (Performance Management, Assessment, Promotions, Training and Awards), an H R Officer (Recruitment, Appointment and Personnel Services) and  2 Clerical Assistants.

 

Principal Duties

 

The principal duties of the Human Resources Manager are to:

 

  1. Lead the ongoing development and implementation of the Campus’ Human Resource Strategy including specific key elements such as Recruitment, Performance Management, Staff Development and Training Strategy as well as the development of relevant Career Paths through Succession Planning. 
     
  2. Promote and maintain stable and harmonious Labour Relations with the various Unions and Staff Groups, ensuring that the Campus’ Human Resource policies, procedures, collective labour agreements and conditions of service are current, pertinent, relevant to the Campus’ needs, effective and fully implemented. 
     
  3. Ensure that the procedures for appointment, assessment and promotion of staff as prescribed by the ordinance are widely communicated and duly followed, and that documents required for Campus Appointments Committee are prepared and submitted to the secretary of that committee, the Campus Registrar, in a timely manner. 
     
  4. Lead and ensure that effective performance management, linked to stated strategic and operational objectives, is operationalised throughout the Campus. 
     
  5. Initiate, lead and ensure effective Human Resource participation in Campus-wide projects particularly in the area of Organizational Development 
     
  6. Keep abreast of developments in the fields of Human Resource Management, Human Resource Development, Higher Education, Labour Laws and respond to the developments as appropriate. 
     
  7. Promote the utilization of the existing Human Resource Management Information System (HRMIS) (PeopleSoft). 
     
  8. Develop and implement a strategic reporting regime which would provide regular and timely reports of data and analysis to Campus Management for effective decision-making. 
     
  9. Establish, articulate and track data-based benchmarks, both qualitative and quantitative, in order to measure the quality and effectiveness of service delivery in the Human Resources functions of Recruitment, Performance Management, Compensation and Benefits, Training and Staff Development, Employee Relations, HRMIS, and Environment, Health and Safety 
     
  10. Promote the effective deployment and utilisation of labour in the various divisions and departments to ensure optimal productivity. 
     
  11. Undertake other reasonable and relevant functions that may be assigned from time to time by the Principal, such as serving on existing or new Committees.
  12. The appointment will be made at the level of Senior Administrative Officer.

 

WORK LOCATION

  1. The H R Manager will be required to travel regularly throughout the Caribbean in fulfilling his/her obligations to promote and maintain a stable and harmonious industrial environment  within the  Open Campus, and  therefore can live and work from any location in the Caribbean that has a reliable Internet connection, telecommunications service and airport hub.  Location will be negotiated with the successful candidate.  

 

TENURE 

  1. Appointment will be for three years in the first instance.

 

KNOWLEDGE, SKILLS AND EXPERIENCE NEEDED

  1. The successful applicant should have:
    • Strong interpersonal skills.
    • Contract management skills.
    • Effective communications skills.
    • Competence in designing training needs analysis and implementing training programmes
    • Competence in the use of Microsoft Office and a variety of management information systems.  Familiarity with the PeopleSoft HRMIS would be an asset
    • Experience in working within a changing technical environment.
